David T. Hines, obtained nearly $4 million from the Paycheck Protection Program and among other things, bought a $318,000 Italian sports car.
Hines sought $13.5 million in paycheck protection loans through applications on behalf of different companies that included statements about employee payroll expenses.
He claimed his companies paid millions of dollars in payroll the first quarter of 2020. State and bank records, however, show little to no payroll expense during this period.
